Paradoxically, I think one of the reasons companies will go back to the office is because a lot of administrative staff has been shown to be completely unnecessary in work from home environments. There are systems of great social and political power in administrative staffing and they don't want to be cut out, so they'll push to go back to the office. It's happened in a lot of places already.
