I don't see how this is significant given this program was created to give Facebook political cover and is entirely funded and controlled by Facebook. It's about as independent as Facebook's ad and security divisions (that is to say not at all independent, the ad team has free reign to 2FA data for ad purposes, for example). Facebook and its mock "independent" board cannot be trusted.
