Ask HN: People who are able to build stuff quick, how?

I've noticed some people are able to launch projects one after another, up to 10 per year or so. They are full projects. I'd like to think oh it must be because they are using Ruby on Rails but that would be short sighted. How do you do it? Do you hire someone to quickly do design work / wireframes? how can i go from say from idea to launched project? I know it sounds like i'm asking for step by step plan but that's what i'm asking... scrolling internet mindlessly.... something triggers a thought which leads to an idea which looks like it's good.. Steps 1.. - check if it's made - if yes/no figure out what is missing - think of domain name and even buy it - ??? I've many ideas, i want to build all of them... one by one.
