  On the condition that Intel spin off their foundry business ala GlobalFoundries.

    I think there are clearly good reasons to have a regional state of the art foundry available to all comers. It seems likely to be the equivalent of a national lab in terms of accelerating R&D even if they charge a modest profit. I think having Intel involved would be fine, as long as yeah it was spun off and didn't discriminate between customers.
