I was listening to a talk a while ago by one of the founders of Cirque du Soleil, and he said they ran into a problem in (iirc - this was a while ago) a European country where they were told they had to stop performing one off their acts, because the performers were too young and so were considered child workers. As you point out, we seem to be OK with child actors and child paper routes and child you tubers, for some reason.
