I think most people prefer to adopt very young children, without issues, rather than older ones that come from problem homes. The latter will be much harder to manage. Also, racial matching is not just about parents wanting white kids because of "racism", it's usually easier for the children to fit in and feel integrated into their new environment if they look more or less similar to their family.
