Gatekeeping is the entire point of professional bodies, and certifications. It is suppose to show that people with those qualifications have sufficient skill and experience to do the role. This is one of the many problems with IT. I've interviewed many people with IT Security certifications who cannot explain the difference between encryption and hashing.
