If the government hands out $2000 checks to everyone, funded by increased borrowing, individual bank balances do rise by $2000, but Americans will eventually have to pay the interest and principal of government bonds. What fraction of the national debt you should subtract from your personal net worth to get a realistic estimate of your financial position is an interesting question.
