I can’t seem to find the name, but someone built exactly this: an agent that sits on your computer and generates noise. Visiting random web pages, performing random searches, etc. You’d then get random, non-personalized ads.

"Ad Nauseum" -- I think it's a browser extension. That said, I have heard a few times comments mentioning that it's easy to filter out (from the ad provider side.) I hope not, but if it is, I would only hope someone smarter than I would send a PR. :)
