I think the idea is to have it adopted in stages. First, to communicate within a single organization or project. Second, between organizations/groups who adopted it already. Third, when critical mass is reached, open it. The really cool feature seem to be that an unknown/unapproved party can only ask you to establish a contact, and cannot immediately send you any links, attachments, etc.
