Perhaps I misunderstand, but couldn't one just as easily provide package scoping in a name/value store if the key was a hierarchical dotted-identifier? Edit: I think I just answered my own question...the question of what exactly that dotted-identifier should be has just as much burden as the current "where do I put this" question.
