Hanlon's razor: "never attribute to malice that which is adequately explained by stupidity". This could be someone in HR trying to refurbish everyone's signature (so there is a common template etc.) and to make this pass in HR hierarchy may have suggested to "hey let's add the Mr/Ms". One simple complaint in HR can remove this "bulletpoint" from the "signature agenda" without raising hell.
