- umvi 6y agoThe drug use itself might not inflict harm on the general public, but the effects of addiction certainly can. It's pretty obvious that extremely powerful chemical addictions in conjunction with poverty are a recipe for petty crime. So unless all drugs are made free, then a i.e. broke heroin addict will constantly be tempted to steal to feed the addiction.
