Aren’t there consumer advocacy groups, like the EFF or the ACLU? There are also legal avenues likes class-action lawsuits people will invoke to protect themselves and others harmed. Still, it’s private enterprise. If public exposure doesn’t work on certain issues, I think some kind of regulation is ultimately required.
