Have they promised this will go away after the pandemic is over? What criteria determines when it’s over? Is an available vaccine for the vulnerable not enough?

When you are vaccinated it is over for you. When everyone who wants to be vaccinated is vaccinated then it should be over for everyone. I would say the vaccine currently exists but is not widely available. I know vulnerable people with a lot of living left to do that can't wait to get out of the house. It will be everyone's responsibility to ensure unnecessary restrictions are lifted.
