You're probably thinking of the Quebec Immigrant Investor Program (https://www.immigration.ca/quebec-immigrant-investor-program https://www.immigration.ca/quebec-immigrant-investor-program). In theory applicants should "intend to settle in the province of Quebec", in practice most of them end up in Vancouver or Toronto.
