This is a bad analogy. The highway is heavily policed to combat those things, and they're nowhere near a central use-case. I'm sure it was a small minority of Parler's activity that was death threats or planning/encouraging/inciting violence, but it seems like it was intentionally a safe-haven for those activities. The highway has criminal activity, but is not a safe haven for criminal activity. Parler appears to have been to an extent beyond what is generally considered acceptable.
