  Short answer: someone came across the piece and submitted it. Speculation: people are paying a lot of attention to what's happening at the White House right now. From some of the comments, there's also some misunderstanding of when this happened, and may think it's something the administration is trying to get in under the wire in the last 10 days (even though that's not the case).
