Actually it has caused a lot of resentment in the richer countries and it was one of the contributing factors to Brexit, as well as the rise of new far right parties in France and Germany. It's also notable how Europeans reacted to non-European migrants who attempt to enter the EU while fleeing the war in Syria. I wouldn't say the EU has migration very well figured out.
