Do you imagine some “correct” process exists for this situation, where Trump would face a trial and conviction for inciting the riot, and then Twitter would be legally be forced to silence him? No such process exists, and never will, since it would violate the first amendment. Ultimately the decision of when to silence him is left to the judgement of the individuals who operate the platform.
