I don’t see a flag?

  It was not flagged when I first accessed the short article. By the time I read the comments, it was flagged. I vouched, so it became not flagged again. But I think that too many flag->vouch cycles will keep it permanently flagged? I'm not an expert on how HN does these things.

    The ways of HN are a mystery to me as well.

    If you think an article has been incorrectly flagged, you can contact the HN moderator at hn@ycombinator.com and I think they can disable flagging on the article. I agree that there's no plausible justification for flagging this article - it's on-topic and from a reliable source.
