  I didn't say that. If you make a tweet, and people reply to it, and then you delete that tweet, your deleted tweet is replaced with that message. Try it. If Twitter removes a tweet, the message is different, as specified in the "Read More" link. Also, I added the content of 2 of those deleted tweets in my comment above.
