For the most part I believe countries act in their our economic interest. If its banning products or services, spying or starting wars. I don't really draw this out to an ethical debate... But if the everybody is playing dirty (Americans, Europeans, Chinese, etc) What do the country gain by following the rules? Maybe I'm cynical, but I really don't think any country is capable of up holding up the standards. (Even the Israelis spy on the Americans and "we" are supposed to be best friends) All countries distribute humanitarian assistance, but we all know that increase influence.s
