It's not hard to understand why we didn't do challenge trials. The people making these decisions are not blamed for the 250k people who died, but they would be blamed for five or ten who died as a result of their decisions. It takes exceptional, almost irrational, courage to defy that threat and do it anyway. Unfortunately if you are a life-long member of the political system it is unlikely that courage is one of your great skills.
