Letting a few hundred thousand extra people die because of a slow vaccine rollout is not the conservative approach. If you give more people a single dose you may be gambling that those people receive sufficient uncertainty, but if you give fewer people two doses you are ALSO GAMBLING with the lives of people who do not receive a vaccine. There is no "safe" option here. You just have to make educated guesses about the probabilities and risks involved instead of pretending that one approach is the "safe, conservative" one.
