The Inspiration/Motivation section of the "Old Gitlab Readme"[1] has some useful additional information on the project's goals.
For anyone else unfamiliar with "deduplicating archiver"s and is curious, here are old HN posts about the other ones mentioned in the first link: BorgBackup[2], Restic[3], rdedup[4].
(Btw, a typo in TFA:
