  Amidst all the double negatives, I think that's what the parent poster was saying.

  That's what they mean - double negative. It has also been upgraded on their side to 'outage'.

  It's a red "do not enter" esque thing now, but when the parent posted, I think it was still a yellow triangle. But also, the status page still proudly proclaims that the "Uptime for the current quarter: 100%" — which is clearly false at this point.
