Following your insight I found the answer in the billing documentation: https://cloud.google.com/network-tiers/pricing https://cloud.google.com/network-tiers/pricing "Always Free usage limits apply to Premium Tier." "Always Free usage limits do not apply to Standard Tier." The project level Network Service Tier is set to Premium. However the network interface attached to the VM is set to Standard. Thank you very much. I am sure this is a mistake that many others have made.
