Internally obviously Netflix et al have all the metrics they need, and goal on things like minutes watched and completed watchings. Externally, there are companies like Nielsen that attempt to derive ratings for steaming media (via surveys, paying people to install plugins, using audio fingerprinting etc), but it’s not clear how accurate they actually are.
