"The idea behind the fund was that Chinese manufacturers and developers could be given discounts on ARM intellectual property in exchange for investment into the fund." What I don't understand is this sentence. The fund is a separate entity from ARM, how can they provide discounts on ARM IPs? sounds illegal(?) to me.
