This is a success story. It is not covered in German main stream media. Question is why? My guess is it shows an alterantive and successful and cheap way to deal with Covid. While the rest of Germany (and Europe) only saw the lock down as a feasible strategy these news came as an inconvienent truth undermining the established policies. But this is only my take.

I think your take is mistaken, since their measures are not an alternative way to avoid a lockdown. (Lockdowns certainly weren't seen as the only feasible strategy if you consider that the government waited through 3 months of growing case numbers before finally locking down a second time.) They're just additional measures that Tübingen has implemented earlier than the rest of Germany, e.g. handing out free FFP2 masks to the elderly in November instead of December. The reason this is a bigger story in American media than in Germany is that the US government blundered worse than almost everyone else, so they're looking for role models elsewhere.

  In the end waiting and doing nothing cannot be distinguished. Late is late. Haven't seen any actions except lock down. So I interpret it as doing nothing.
