My country, unfortunately, already has this, though it's not fully automated. Cameras will take pictures whenever they detect someone breaking traffic lights. The license plate is read off, and a ticket is mailed to the car owners's house. I think someone still looks at the pictures right now for 5 seconds before sending it off, but that won't last for very long.
