There is a strong moral argument behind your idea. In practice the commitment of the EU to The Union precluded any countenance of a member leaving. The punitive nature of current negotiations shows that much is true and, to be fair, it’s not as if the other parties involved are any less entrenched, ideologically. It would be like asking a vegetarian to prepare you a roast turkey Christmas dinner while telling them you’ve yet to decide if you’ll be staying for lunch, or not.
