Unless you have information otherwise, I don't think that the whitelist applied to the filtering features used by Little Snitch et al also applies to VPNs.
- st3fan 6y agoCorrect. There is no exception for apples own apps to skip the active VPN connection. How could there be? Things would break and it would be a privacy nightmare.
