    Observation. 1. Basic research - China has a current moon mission in progress. The US does not. 2. Infrastructure is famously under-funded in the US (there's a lot of information on the topic). It would be hard to do worse than the US in the realm of countries that have the resources to spend and what percentage they choose to spend.
