The cynic in me really wonders if the money (and tech) for this is coming from a defense company. This system seems like it could be easily adjusted to fire tear gas, pepper spray, phosphorus, CBN payloads, maybe thermite for anti-vehicle workloads, probably even real bullets.
This seems like the perfect opportunity to test out their target acquisition system. "Shoot this seed in between the treetops" doesn't seem dramatically different from "Fire this cartridge down on this person's head while they're in a crowd".
Perhaps I've just grown too jaded.
