I don’t know if Elop was bad but insisting on Windows Phone was a terrible choice. I know some people think it was awesome but the rest of us could see it was not a good phone OS. It had terrible UI choices an so was far too late to the market. Had Nokia stayed away from Microsoft, they could have saved them self by going for Android. Nokia married the wrong technology stack and paid dearly for it.
