George R.R. Martin made a historical claim about what the Dothraki supposed to be an amalgams of any nomadic societies. You could also say it's a failure of writing. You and I can probably do better by coming up with cliched paint by the number descriptions of human tribes and it would be more dimensional than the Dothraki as described and portrayed.
