Are there statically typed languages that do support reloading parts of the codebase? Type hints in an interpreted language just don't seem to make much sense

Are there statically typed languages that do support reloading parts of the codebase? Type hints in an interpreted language just don't seem to make much sense to me, as in, why use a dynamically typed language when you actually want a statically typed one? What are the benefits or staying in between the two? Besides of course a legacy code base...
