I went to the peak of Mauna Kea at night once and it was probably the most beautiful sight I’ve ever seen. I don’t think turning off lights in cities is particularly high priority though. I do know that once there was a power cut in LA I think, so people saw the Milky Way above... sone people called the police because they didn’t know what the strange lights in the sky were. That is quite sad.
