I do believe that there are good and bad NGOs acting there. There are even registered cases https://www.dw.com/pt-br/membros-de-ong-s%C3%A3o-presos-na-amaz%C3%B4nia/a-51430158 https://www.dw.com/pt-br/membros-de-ong-s%C3%A3o-presos-na-a...
I couldn't find the text in German or English, but "Deutsche Welle" isn't exactly pro-bolsonaro.
EDIT, found one article from "The Guardian"

- zorked 6y agoThey reported the arrest, they didn't say that it was justified. The volunteers were released and cleared some time after that, which you may also remember. Brazilian police is shockingly corrupt and largely aligned with the equally corrupt Bolsonaro government and this ridiculous arrest was an attempt to sell a narrative.
- pelasaco 6y agoCorrupt Bolsonaro government? Probably you are mixing up with Lula?
- renatoakamur 6y agoWell, they're released because there were no proof. https://educacao.uol.com.br/videos/?id=brigadistas-voluntarios-sao-soltos-em-santarem-no-pa-04024C193872C8B96326 https://educacao.uol.com.br/videos/?id=brigadistas-voluntari...
