Is this even legal? I guess it depends on the country but doesn't sound legal at all where I live.

  The most common form of theft is wage theft. It is very common around the world. Contractors especially get ripped off all the time. "Hey, that tile is slightly off, I am not paying for any of this".

    In my experience, it's usually the contractors that are the ones stealing.
