Fwiw I know of more than one person promoted to senior based primarily on 20% work. I'd agree that it becomes rarer at staff+, just because your goal is to make cross Google impact and that's difficult in the context of most 20% work. But even there I know of people at that level who do 20% work. I'm not sure that they're any rarer than 20% at lower levels.
