I completely agree if you test positive and don't follow the isolation period then that's a problem. However op seems to be saying that if you go shopping (could be classed as high risk?), don't know you have the virus, and pass it on then that's a problem too? What's the difference between passing this on unintentionally and passing any other virus or disease unintentionally?
