Was TV and radio ever free in that sense then?

  In most countries, as far as I'm aware, TV started out as a government controlled medium, which has its own problems but is definitely not privately owned. And to the best of my knowledge there's still nothing preventing you from buying radio bandwidth. It's not really my area though so I could be wrong.
