I second that, if anything the roads only need to be patched. The roads also have their cracks sealed every few years causing them to last even longer than drive ways normally do. This is only true if it is built to high spec, I know some neighbor cul-de-sac in my town are not "Town" roads. They do not get plowed or town maintenance because the builder didn't build it to high enough / correct spec, and the home owners are required to pay for these things.
