I believe parts of German law enforcement works like that. Copyright (or did 25 years ago when I was there). Lawfirms exist that just look for violations and "take them to court" to get part of the damages. Kind of like bug bounties.

That’s just what kind of fees the lawyer takes. IIRC the US has something like that as well where the lawyer works for free, but takes a part of the money if they win.

  It's called contingency, and exists in many countries for varying fields of law. It is more common in the USA than in other countries.
