Pi-hole is only effective when paired with NAT rules on your router to capture all DNS lookups. Maybe there are routers with Pi-hole installed? I haven’t looked. I’ll bet there are guides for installing Pi-hole on edge routers, for example. You could then give the router to someone, ready to go.
