1. Random value vs. string Hash (e.g. git SHA-1)
2. If Hash, string(s) and/or Salt used for the Hash
3. Fixed Length Key vs. Variable Length URLs/IDs
4. DB Storage: INTEGER, CHAR, VARCHAR, BINARY, VARBINARY
5. Scope of the Single Source of Truth for collisions (e.g. single PostgreSQL instance scoped by its WAL or globally unique ID generating service backed by Cloud Spanner and TrueTime)
