      There is the argument that they provide the app distribution, and the store, and all that, yes. But that's included in the paid developer subscription: free apps get all that and their devs pay nothing more. I cited IAPs specifically because Apple is indeed only providing the payment system, there. There's no download or anything else (already paid for, via the developer program anyway).
